This report examines the possibility that global demand for capital will tend to outstrip supply, thus putting upward pressure on global real interest rates. The paper discusses the demand for foreign capital in developing countries, the effect of this demand on savings in industrial countries, and net capital flows from industrial to developing countries. The analysis of trends over the next 10 to 15 years suggests that a large rise in international real interest rates is unlikely as long as fiscal consolidation in industrial countries remains on track.
